You're right to challenge that. I treated migration as an unknown but did not account for the changed identifiers in the retry identity. Existing orders could behave differently from newly created ones.

I'll elevate legacy-order migration in the investigation queue. The release remains HOLD. I need fixtures representing pre-change orders and the migration mapping before I can assess that path. I have not run those cases yet.
